<p>As a fisherman I am well aware of the problems fisherman have with cormorants , terns and pelicans especially when fishing with live bait but unfortunately there are a few fisherman who have no concerns for the well being of these water-birds and treat them as pests.</p>
<p>We have received reports from Kingfisher Bay that there are a number of birds with fish hooks including cormorants and darters and would appreciate it if you could inform your members to take care when these birds are around when they are fishing…</p>

				<content:encoded><![CDATA[<p>Fraser Coast Fishing Alliance and the Toogoom Community Association have been in discussions with Council  and the Dept. of Transport regarding the ramp.</p>
<p>Some of the issues have been resolved with funding from DTMR:</p>
<ul>
<li>White lines have been painted on the Ramp.</li>
<li>Mooring rings have been replaced.</li>
<li>Quality Reflectors have been positioned on either side to the ramp to improve night time use. A good torch or spotlight should pick them up from the  lateral  marks and so centre your course from the marks to the ramp.</li>
<li>Two consultants reports have been prepared outlining permanent erosion fixes for the starboard side erosion on the shore line.</li>
<li>One of the reports dealt specifically with the area from the new ramp to the old public ramp.</li>
<li>The other report dealt specifically with the erosion immediately to the shore line from  the ramp to just past the drain  pipe.</li>
<li>The report indicated that there was initial sand movement to the port side of the ramp and the area has been significantly filled naturally and this is likely to continue.</li>
<li>As managers of the facility Council  are responsible for the  Maintenance of the  ramp however &#8220;The facility is taken, for the purposes of all adverse civil proceedings in relation to death, injury, damage or loss, to be solely owned, occupied and under the management, control and responsibility of the manager&#8221;. Council  don&#8217;t have the  funding to do the fixes,  they feel its not their  fault&#8230;  its  the Govt.  ramp. True up to  a small point however any decisions between the State and Local Governments are only made after mutual input and discussions with the electorate through council to ensure full agreement is arrived at.</li>
<li>Since the initial concept of improving this facility, DTMR have continued to support Council with funding and have encouraged them to apply for the funding recommended in the Aurecon report for consideration. This recognises that the  works that may be needed to be carried out are beyond the normal cleaning and sand removal  and are prepared to consider requests from Council for additional funding for issues like we have now. Prior requests of this nature have all been supported by DTMR.</li>
<li>There was some funding set aside for these extraordinary items to be carried out in the past financial year.</li>
</ul>
<p><em>We are having great difficulty in convincing Council staff that there is a huge safety issue at the bottom of the ramp at low tide. They refuse to acknowledge there is quicksand [mushy sand and water mix] and if you step ofF the ramp to hold Your boat in the retaining wall you have to negotiate groin deep slush from which it is almost impossible to lift your feet to get another footing.</em></p>

				<content:encoded><![CDATA[<p>Fisheries Queensland has recently been considering the introduction of a recreational fishing licence. We were also asked to supply our “conditions” in relation to the introduction of a recreational fishing license.</p>
<p>Acting in accordance with the directions from our 2012 March General Meeting we forwarded the basic points from that original document. The final list of conditions was discussed confidentially by the management committee and the document that was sent to Fisheries Queensland is below.</p>
<p>Senior level government meetings decided not to progress the introduction of a recreational fishing license.</p>
<p>We have been advised that a recreational fishing licence is unlikely to be considered again by the current government in this term.</p>

				<content:encoded><![CDATA[<p>Minister Tony Burke has just announced the details of their national marine reserve network. This now starts the 60 day consultation period. Comments sent during this period will be collated and analysed in preparing a report to the Minister by the Director of National Parks, together with the Director&#8217;s comments on the issues raised. The Minister is required to consider this report before deciding whether to recommend to the Governor General that the reserves be proclaimed. The proclamation process defined by the <em>Environment Protection and </em><em>B</em><em>iodiversity Conservation Act 1999 </em>does not allow the proposed marine reserves to be varied as a result of comments received. If proposals were to be varied, the proclamation process, including the public comment period, would need to start again.</p>
<p>The Australian Recreational Fishing Federation is currently meeting and lobbying on a regular basis both sides of federal government. They are voicing the opinion that many others including Sunfish have been taking for quite some time – “Don’t lock us out” – there is currently no science to show that recreational fishing has any impact in most of the green no take zones identified.</p>
<p>Further casting doubt over the veracity of the current zoning plan is the admission by the Pew Foundation that they specifically targeted Australia because the economic impact in the USA would be too significant. Minister Burke may not have met with them very often but his predecessor and the department who created the maps certainly did.</p>
<p>Senator Richard Colbeck will be in Brisbane next Friday to meet with sectors at a forum in Scarborough.</p>
